Earlier today (Monday June 20, 2022) Former National Community Police Group (CPG) Administrator, Mr. Ovid Glasgow became the beneficiary of a new mountain bicycle courtesy of the Ministry of Home Affairs.

The Honourable Minister of Home Affairs, Mr. Robeson Benn handed over the bicycle to Mr. Glasgow in the compound of the Ministry’s Secretariat.

Mr. Glasgow expressed his sincere gratitude and explained that the bicycle will greatly assist with his everyday commuting.

Also present were Mr. Reshi Das, Head of CPG and Ronald Zahur, Senior Admin Assistant, CPG.

The Minister of Home Affairs, Robeson Benn, MP, would like to categorically refute the lies on the correlated social media posts made by ‘Melly Mel’ on June 8, 2022 and ‘Rickford Burke’ on June 9, 2022 relating to a vehicular accident which occurred on May 27, 2022 involving a civilian, Medical Doctor and a Police Officer.

There exists videos from witnesses which contest the version of events as represented supposedly, on behalf of the Policeman in the social media posts.

The fact of the matter is that the civilian, Medical Doctor, never left the scene of the accident first. The Police officer left the scene of the accident first after refusing help and treatment on an agreement to meet at the Brickdam Police Station.

Both parties subsequently met at the Brickdam Police Station and were encouraged to arrive at a settlement of the matter for what was considered an accident with minor damage.

There revealed an understanding to settle the matter between the parties involved and a visit was made to a dealership which provides parts for the motorcycle.

On arriving at the dealership the civilian discovered that demands were being made to pay for the replacement and shipment for parts of the motorcycle which amounted to more than three times what she understood she should pay as and that the sum is the cost of a new motorcycle of the same kind.

Thereafter the civilian decided to make a complaint to the Ministry of Home Affairs because she was convinced that she was being extorted.

The Minister receives and meets members of the public on a daily basis either by appointment or as walk-ins as is his duty.

On this issue, the Minister had statements, videos and pictures taken and requested that the Police officer produce a statement as well. The Minister, before the date of the complaint, (June 8, 2022) never knew of nor met either of the parties.

It is apt to note the following facts:-

1. No Police Officer has been sanctioned in any way as a result of this incident.
2. The doctor was indeed charged for driving without a valid vehicle fitness and later appeared in court with respect to that issue.
3. The question of who was responsible for the accident is receiving the attention of the Office of the Director of Public Prosecution and, eventually, that of the Court since the civilian has changed the decision to settle the matter.
4. The charges that the Minister of Home Affairs attempted to pervert the course of Justice is a patent lie.

The Ministry of Home Affairs notes, once again, the deliberate and malicious narrative, concocted out of the circumstances of a simple road traffic accident, designed to create unrest and misapprehensions in the public by Rickford Burke and others.

Agriculture team visits Bonasika

A team led by Mr. Madanlall Ramraj, Director General, Ministry of Agriculture and accompanied by Mr. Inshan Ayube, Regional Chairman, Region 3 visited Bonasika on June 14th, 2022 to meet with farmers and discuss issues that they are facing in the areas.
The team heard issues relating to drainage and irrigation and marketing of produce among others.
Most of the issues were dealt with immediately by the Director-General and Regional Chairman as well as the Chairman of the NDIA, Mr. Lionel Wordsworth. A technical team, including engineers, will revisit the area next Tuesday to conduct a full assessment of the D&I system and other areas of concern after which a detailed report will be submitted to the Minister of Agriculture, Hon. Zulfikar Mustapha.

Outreach to Region three rice farmers

Senior Finance Minister Dr. Ashni Singh joined Vice President Dr. Bharrat Jagdeo and a team of Cabinet Ministers earlier today at a meeting with rice farmers at the Guyana Rice Producers Association Head Office, Region Three, to engage with farmers and listen to their concerns.

Senior Finance Minister Dr. Ashni K. Singh is currently with Vice President Dr. Bharrat Jagdeo and a team of several other Cabinet Ministers on an outreach in Region Three, discussing several initiatives the Government aims at implementing in the Region and also to launch the Government’s part-time job initiative.

The residents of various villages are also given the opportunity to discuss with the Government team any issues they might be facing in the region.
The meetings are being held at Canal Number One, Crane and Zeelugt.

Just over 20 contractors from the Mining Town of Linden, have expressed their interest in building homes under the Government's Home Construction Assistance Facility initiative.
During the launching of the initiative at Watooka House, today, some 21 contractors registered their interest after meeting with Engineers of the Project Department, Ministry of Housing and Water- Central Housing and Planning Authority.
The contractors were shown the models of homes which will be used under the initiative.
The agency will be gathering data and building a database after which contractors will be shortlisted for the programme when construction commences.
The contractors are being encouraged to get their relevant documentation in place as the Ministry continues its application process and is expected to move to the construction phase, soon.
Successful applicants under the Home Construction Assistance Facility will first be pre-qualified by a financial institution for a loan to build the 3 model homes. Applicants can choose from a two-bedroom flat unit for $7 M, a three-bedroom flat unit (bungalow), $9 M or a three-bedroom elevated unit, at $ 12 M.
Having secured a loan through the Bank, the Ministry will spearhead the construction and delivery of the home to its owner.

As the Ministry of Housing and Water- Central Housing & Planning Authority continues to receive applications for the Home Construction Assistance Programme, Minister of Housing and Water, Hon. Collin D Croal, visited the registration area this morning.

The Minister interacted with applicants and overlooked the registration process being facilitated by the staff of CHPA and the financial institutions.

The programme is designed to help Guyanese families with access to financing and building their homes. The Home Construction Assistance Facility is housed at the CHPA Headquarters 41 Brickdam and United Nations Place, Stabroek, Georgetown.

Memorandum of Understanding (MoU) signed to renew and enhance cooperation between Guyana and Trinidad and Tobago.

His Excellency Dr Irfaan Ali, President of the Co-operative Republic of Guyana and the Prime Minister of the Republic of Trinidad and Tobago, the Honourable Dr Keith Rowley witnessed the signing of a Memorandum of Understanding (MoU) to renew and enhance cooperation between the two countries.

The MoU was signed by Guyana’s Foreign Affairs and International Cooperation Minister, the Honourable Hugh Todd and Trinidad and Tobago’s Foreign and CARICOM Affairs Minister, Dr Amery Browne at State House today.

The MoU is expected to facilitate improvements in trade and investment.
It is also expected to address non-tariff barriers and other impediments to the flow of goods and services while pursuing enhanced cooperation in agriculture and food security, security, energy, infrastructure, tourism, education, sport and culture.

The agreement will also look to enhance the sustainable and resilient development of the two countries and advance the CARICOM Single Market and Economy.

After the signing, President Ali and Prime Minister Rowley held a joint press conference where they spoke extensively on the close relationship the two countries share and the prospects for closer collaboration and cooperation in a number of areas, especially agriculture.

His Excellency Dr Irfaan Ali led a delegation, including the visiting CARICOM Heads of Government and other Regional officials, to the Santa Fé farm in North Rupununi while in Region Nine today.

The visiting delegation was apprised of Santa Fé’s operation and shown some of its produce.

Santa Fe was a part of the Jagdeo Initiative over a decade ago under then-President, Dr Bharrat Jagdeo.

The project was geared to improve Guyana’s and the Caribbean’s food and nutrition security. Since then, the project has been a massive success with the farm producing various crops including rice, corn and an assortment of fruits and vegetables.

President Ali was joined by the Prime Minister of Trinidad and Tobago, the Honourable Dr Keith Rowley; the Prime Minister of Antigua and Barbuda, the Honourable Gaston Browne; the Premier of Montserrat, the Honourable Joseph Farrell and Jamaica’s Foreign Affairs Minister, the Honourable Kamina Johnson-Smith along with other government representatives from the Caribbean.

Ready to move in!

The first ten families to benefit from the government’s low-income housing units at Prospect, East Bank Demerara, can now begin occupying their homes.
Senior Housing Administration Officer, Ms Gaitree Ramawad, presented the keys to the beneficiaries this morning.
The low-income flat units are valued at a cost of $5.5 million (inclusive of the cost of the land) and each feature two bedrooms with a kitchen and bath.
Construction for a total of fifty homes were undertaken by the Central Housing and Planning Authority. The keys for the additional units are expected to be handed over soon, as the beneficiaries finalize the necessary documentation.

The Ministry of Health’s National Blood Transfusion Unit, in collaboration with the Occupational Safety and Health Committee, held a Blood Drive for Healthcare Workers in the Ministry’s compound on Brickdam.

This activity which was coordinated by Dr Paedro Lewis, the Director of the National Blood Transfusion Service was intended to attract voluntary donors who will aid in adding to the nation’s supply of blood and blood products.
Dr. Lewis thanked all those who came out to donate.
The Ministry’s Permanent Secretary, Mr. Malcolm Watkins also participated in the day’s activities.

Trinidad and Tobago’s Prime Minister, Dr. Keith Rowley arrived in Guyana today to attend the Regional Agri-Investment Forum and Expo

Trinidad and Tobago’s Prime Minister, Dr. Keith Rowley arrived in Guyana today to attend the Regional Agri-Investment Forum and Expo, which will be held from May 19-21 at the Arthur Chung Conference Centre, Liliendaal.
CARICOM leaders are expected to gather in Georgetown for the inaugural event.
PM Rowley was received at the Ogle International Airport by Prime Minister, Brigadier (Ret’d), Mark Phillips, along with Minister of Natural Resources, Vickram Bharrat.
While in Guyana, Dr. Rowley is also expected to engage in bilateral discussions with His Excellency, Dr. Mohamed Irfaan Ali, President of the Co-operative Republic of Guyana.

Thousands to benefit from Government’s WiFiGY Initiative

Georgetown, Guyana – (May 13, 2022) The Office of the Prime Minister (OPM), through the National Data Management Authority (NDMA) has commenced the installation of 1000 free WiFiGY locations or “Hotspots” along Guyana’s coast.

The initiative which is being referred to as WiFiGY seeks to provide free internet access to thousands of citizens through the WiFiGY portal. WiFiGY is free internet access provided by the Government of Guyana to its citizens. Connections will be established at public buildings, libraries, schools, health centres, markets, and other public spaces. These hotspots will be connected via Long Term Evolution (LTE) WiFi equipment, and all have a coverage capability of just under 30 metres both indoors and outdoors while allowing for 100 concurrent users at each site.

Prime Minister, Brigadier (Ret’d), the Honourable Mark Phillips has indicated that the Government is committed to bridging the digital divide. 

He said that in its initial deployment, “connections will focus on the coastland because these locations can be easily connected to the NDMA’s LTE network. However, Government will not only focus on the coast but in subsequent releases, using different types of technology, Government will seek to ensure WiFiGY connections in every region of the country”.

General Manager of the NDMA Mr Christopher Deen, has been travelling along the coastland and meeting with community leaders to see how best the NDMA, through this initiative can support the regions. 

He stated that “the benefit of this initiative is enormous; we are talking about positively changing people’s lives. For example, the GOAL Scholarship awardees, can visit these hotspots in their communities and attend classes, do research, submit assignments, or even write exams”.

Untrained teachers urged to get enrolled at CPCE

DPI | "The Ministry of Education’s call for untrained teachers to be enrolled at the Cyril Potter College of Education (CPCE) is a move that will ensure educators are in a better position to deliver quality education even as Guyana moves towards a first-class education system.

Minister of Education, Priya Manickchand, M.P, said Guyana is seeking to have a “first-class” education. She told DPI Monday, that the ministry aims to train all teachers by 2025, creating a solid education system that produces well-educated students."

Computer training for Mocha residents

Hon. Sonia Parag, Minister of Public Service has mobilised a number of computers to oufit the Information and Communication Technology (ICT) hub at Mocha/Arcadia.

The initiative marks the delivery of a promise made by minister Parag during previous outreaches to the community.

In trying to cultivate closer relations with the residents, Minister Parag intents to work closely with the women and youth groups in the area, to provide much-needed developmental programmes.

Some of those needs were recorded during a follow-up outreach to the community today.
The efforts are being coordinated via Rolston Elliot, a resident and community youth activist.

New Police Outpost Commissioned in Lima Sands.

With an unwavering commitment to providing safer, more secure communities, the Honourable Minister of Home Affairs, Mr Robeson Benn has commissioned and handed over the Lima Sands Police Outpost to the Guyana Police Force.

The outpost was designed and installed at a cost of G$4.5M. The increased Police presence will enable effective policing in the community and its environs. Residents will now be able to go about their daily activities without hindrance.

Exxon confirms 1.2 million barrels per day capacity for Guyana by 2027

U.S. oil major ExxonMobil confirmed on Wednesday that a major ramp-up offshore Guyana will see the company having the capacity to produce as much as 1.2 million barrels of oil per day by 2027.

“Clearly our objective is to fill up those boats,” Reuters quoted senior vice president Neil Chapman as saying during a call with analysts to discuss the company’s annual plans. He declined to comment on when maximum capacity will be reached.

Exxon is the operator of the massive 6.6 million acres Stabroek Block with a 45 percent interest. Hess holds 30 percent interest while CNOOC has a 25 percent stake. The co-venturers have found over 10 billion barrels of oil at Stabroek since 2015.

Oil production started in December 2019 at the Liza Phase 1 Development and Phase 2 came online just last month. A third project at Payara is already approved and Exxon is awaiting the green light from Guyanese authorities for a fourth at Yellowtail. The company has said a fifth development is being targeted at Urau.

Even with several oil ships, Guyana will still store more carbon than it emits

GUYANA is aiming to balance its low-carbon, sustainable development pursuits with the development of its profitable oil-and-gas industry and even as it does so, the country will continue to store more of the harmful gases than it emits.

This is according to Pradeepa Bholanauth, the Senior Director for Climate and REDD+ at the Ministry of Natural Resources, who spoke about Guyana’s updated Low Carbon Development Strategy (LCDS) during a recent virtual forum.

As per this strategy, Guyana plans to maintain its forests, continue its advocacy for greater earth-saving climate actions, pursue more renewable energy projects and secure financing for low carbon development and sustaining livelihoods.

ExxonMobil Guyana tests spill response readiness

ExxonMobil Guyana disclosed on Tuesday that it recently conducted an exercise to field test spill response equipment, processes, and team readiness. It said this exercise was intended to ensure readiness to respond in the unlikely event of an offshore oil spill while utilizing available resources such as in-country personnel, vessels, and response equipment.

In a brief comment on the crucial exercise, ExxonMobil Guyana President Alistair Routledge said, “Our approach to emergency response is to prevent, prepare and practice. Prevention is our primary objective but training for potential scenarios is also an important component of that approach.”

Routledge added, “Through robust training and exercises, utilizing advanced technology, we ensure our response teams and stakeholders understand their roles and responsibilities and are ready to respond.”

INFORMATION NOTE || The Honourable Deodat Indar, M.P., Minister within the Ministry of Public Works today, led a delegation to Guyana's Fourth Trade Policy Review (TPR) by the Trade Policy Review Body (TPRB) of the World Trade Organisation (WTO). The process was conducted virtually and will continue on Friday, March 4th, 2022. During today’s Session, the reports prepared by the Government of Guyana and the WTO Secretariat were formally presented to Members, and 19 members offered comments and had questions.
Guyana will present its responses to the questions and comments that were posed, as well as provide a snapshot of Guyana’s future trade policy orientation and priorities on Friday.
Guyana’s delegation included Ms. Bevon Mc Donald, Director (ag.) of Foreign Trade; Mr. Paul Kalekyezi, Trade Adviser and other Officers from Guyana’s Permanent Mission in Geneva and from the Ministry.
The TPR is an integral part of the multilateral trading system in the WTO and is administered under the Trade Policy Review Mechanism (TPRM). Under the TPRM, trade policies of all Members are subject to a periodic review. Under the Rules of the WTO TPRM, Guyana is required to undergo a review every six years. Guyana’s previous reviews were done in 2003, 2009 and 2015 respectively. The TPRM is one of the main channels used by the WTO to promote accountability, predictability and transparency - the core values of the multilateral trading system.
Guyana is a founding member of the WTO which was established on January 1, 1995.

The Government of Guyana fully aligns itself with the statements issued by the Caribbean Community (CARICOM) on 14th and 24th February 2022, and with the Declaration of the Organization of American States (OAS) of 25th February, on the situation in Ukraine, and wishes to re-emphasize the following.
The Government of Guyana is gravely concerned over the recent military intervention by Russia in violation of the territorial integrity and sovereignty of Ukraine and calls for an immediate cessation of hostilities and a return to diplomacy.
Guyana deplores the threat or use of force in the conduct of international relations and urges a peaceful resolution of the differences that currently exist, in consonance with the rule of international law and the provisions of the United Nations Charter.
The current military action in Ukraine is contrary to the principles of respect for territorial integrity, sovereignty and the non-interference in the internal affairs of another sovereign state.
The aggression against Ukraine is a threat to the region and countries everywhere. The Government of Guyana supports the efforts of the United Nations Secretary-General to bring a speedy resolution to the situation in Ukraine and cease the threat to international peace and security.
In this regard, the Government of Guyana fully supports the resolution before us.

Rapid Impact Projects

Minister of Home Affairs Robeson Benn, MP and The Citizen Security Strengthening Programme, Project Manager Vishraj Singh, today conducted a handing over at Lusignan and Good Hope Community Action Council with IT Equipment and Furnishing totalling GYD$1.575 million through Rapid Impact Projects.

Today, President Dr Irfaan Ali presented the President#APs Medal to the two top graduates of the University of Guyana Class of 2020/2021.
Both Davendra Kissoon and Tomeshwor Mohabir from the Turkeyen and Tain campuses respectively, finished with GPAs of 4.0.
Kissoon, who is the valedictorian of his batch, read for a Bachelor’s of Science Degree (Civil with Environmental Engineering) and Mohabir who is the best graduating student from Tain, read for a Bachelor’s of Education Degree (Mathematics Concentration Programme).

Senior members of the Ministry of Education on Monday afternoon participated in a capacity building exercise to facilitate greater output in various levels of the education system. The exercise provided an opportunity to assess the works done thus far and to outline key objectives to implement sustainable change in the education sector.

Achieving the goals of local content will see continued progress for Guyanese and local companies, Chief Executive Officer (CEO) of oil giant ExxonMobil, Darren Woods has stated.

He said Esso Exploration and Production Guyana Limited-the local ExxonMobil affiliate, has made progress in advancing local opportunities for the people of Guyana. To date, there are now more than 3,500 Guyanese and 800 local suppliers supporting ExxonMobil’s activities.

He shared his perspective during his keynote presentation to the International Energy Conference and Expo on Tuesday, at the Marriott hotel, Georgetown.

“And, through our partnership, we remain committed to making further advancements,” Woods noted of his company’s investment here.

The Local Content Bill, passed in the National Assembly recently, lays out 40 different services that oil and gas companies and their subcontractors must procure from Guyanese companies by the end of this year.

For instance, these companies must procure from Guyanese companies, 90 per cent of office space rental and accommodation services; 90 per cent janitorial services, laundry and catering services; 95 per cent pest control services; 100 per cent local insurance services; 75 per cent local supply of food; and 90 per cent local accounting services. These are just a few of the services highlighted in the first schedule of the Local Content Bill.

Meanwhile, Woods recalled the Greater Guyana Initiative, a ten-year, $100 million commitment by the Stabroek Block co-venturers to support local capacity-building programmes. The first phase is funding significant expansion of the Centre for Local Business Development through technical, education and training programmes, and more recently, support to the University of Guyana.

“We’re hopeful that these efforts will continue to expand the growing opportunities for Guyanese workers. This is an impressive result, and there are many to thank, including the Government of Guyana, our partner companies and key contractors. and many Guyanese businesses and organisations. That’s the focus of the gas-to-energy project, the Greater Guyana Initiative and other efforts to develop capacity and maximise local content,” the CEO stated.

The gas-to-energy project, set to come on stream by 2024, will transport up to 50 million cubic feet of natural gas per day, by pipeline, from Liza Phase 1 and 2 to processing facilities onshore. This new domestic natural gas supply, would provide a lower-emission source of energy and reduce the cost of electricity in Guyana by 50 per cent.

The CEO said the company is working with the government on this project and expects to see significant progress.

Vice President Bharrat Jagdeo delivering remarks at the International Energy Conference and Expo Guyana, at the Marriott Hotel earlier today. The conference, being held under the theme ‘Charting a sustainable energy future’ will showcase Guyana as the oil and gas investment destination.
Attending the conference are the Presidents of Ghana and Suriname, along with the Prime Minister of Barbados.

Vice President Bharrat Jagdeo says for the PPP/C Government, making Guyana sustainable means ensuring everyone ultimately benefit from the proceeds of the oil and gas industry.

He made the comments during a webinar on the second day of the International Energy Conference and Expo at Marriott Hotel, Kingston on Wednesday.

Presenting ‘Guyana’s approach for a sustainable future’, the former President described government’s plan for the use of Guyana’s oil revenues, including for the diversification of the economy.

He says in working to be sustainable, Guyana will not allow itself to be carried away with prescriptive goals set by the international community, which have been historically insensitive to the specific realities of the developing world.

Minister of Culture, Youth and Sport, Hon. Charles Ramson Jr. will be in Region Two today for a community outreach.
